No, I think this bug can be closed.
As far as no blanking started a new bug, will also test on a different laptop
later, if close lid does blank & doesn't open Hud then will invalidate & chalk
up to hardware.

You could check out for a ppa with 2.99 for raring or considering this
will never be fixed in raring i went ahead & patched 2.98 with the
upstream commit to fix.
Put in a standalone ppa here -
https://launchpad.net/~mc3
While the 2 commits do eliminate tearing here with nv50 that was brought back
when using xmir/u-s-c, considering the current state of bug fixing it would be
good not to create yet another bug in compiz
For 13.10 not using u-s-c is probably the best choice for users concerned about
tearing &

The restart option is not really gone in 14.04 though the current behavior is
just as good.
On boot up or login there are still both restart & shutdown options
As soon as something is done, (open a folder, switch workspaces, ect) the
restart option disappears from the indicator
So in practice
Adam - didn't say fixed but if what I see is common then not an issue of real
concern
Am going to amend previous comment to - you don't have to do anything -
"restart" disappears after about 6 secs or so.
