optimize the blur for low-end HW (including my own thinkpad). Either the blur
can run with them, or
1. de-activate upon detecting a slow machine
2. blacklist those GPUs and default to 2D.

On GMA950 the issue is pretty clear: only the tooltip window appaears.
For most of the QL i've tested, the QL window refuses to expand from the
initial tooltip. I can see the tooltip window expand horizontally in
certain cases, but it stays at the same size vertically. That's for
normal application
And after trying that for a while. The QL content of even the files &
folders or applications icon refuse to show up anymore.
