I use an external monitor connected to the VGA output. I turn the laptop
monitor off using the xrandr command. My screensaver kicks in after 5 mins and
the screen(s) turn off after 15 mins.
If I close the laptop lid both screens will turn off.

I can confirm this happens to me as well. Since 8.04 and then upgraded (fresh
install) to 8.10 and it was still there. Currently on 8.10 with FF 3.0.7 and
still seen the issue. I have also been able to reproduce it on 4 different
machines.

before watching a movie and then doing

For me it's a bit worst. As soon as I start gtk-recordmydesktop everything

For what it's worth. I've never been too happy with Xorg memory utilization so
today I tried the following:
1. Uninstalled Ubuntu's proprietary ATI drivers from System -> Administration
-> Hardware Drivers.
2. Reboot.
3. Download and install ATI drivers from their website.

If I assign a different shortcut like o then it works and Pidgin opens,
