precise, so this would need to be re-tried with MySQL 5.5. Also the
apparmor profile was actually missing from early versions of 5.5 so that
may have been another issue, and has been fixed.

Looks like there is some open debate on the Debian side as to how best
to handle it. The real problem is not that force-reload is
insufficient.. its fine sometimes. But that it doesn't initialize php on

apt-cacher-ng is already a Suggests of juju. Its only necessary for use
in the local provider, and the error message is graceful enough that I'm
comfortable with it as-is (notice that the other local-only requirements
are recommends.. I dropped apt-cacher-ng to Suggests because it is not

to 'stop on deconfiguring-networking', which happens later in the
shutdown and does not happen on transition to runlevel 1. That event is
