I got the same problem when performing a 12.04.3 -> 13.10 upgrade today.
Got the same errors in the log as Brian Murray.
I did the following after the upgrade, which looks like it fixed the
problem, or? Could it be the order of upgrades?
$ sudo apt-get install libao4:amd64
Reading package lists..
I got it working by installing qemu-kvm-spice, python-spice-client-gtk and
spice-client-gtk.
I actually rebuilt the VM, resulting in kvm-spice in the machine xml. I don't
know if that was required, since it was the gtk clients that got it up and
running.
I'm running Ubuntu 12.04.2 Server.

Had the same problem running fresh install of 11.04 Unity. Added
at_console policy, which solved it for me. Can connect to OpenVPN.
