I was able to workaround the installation failure by using systemd-
tmpfiles to create the missing directory:
+bryan@bryanNAS:~$ sudo dpkg --configure -a
Setting up samba-common-bin (2:4.11.6+dfsg-0ubuntu1.3) ...
Checking smb.conf with testparm
Load smb config files from /etc
Luri, a static avahi service file isn't a great solution since you lose
any of the dynamic Avahi support in Samba, like for the pending
F_FULLSYNC changes: https://github.com/samba-team/samba/pull/64. It
would be best to just enable Avahi support, which is what Debian
apparently did.

Public bug reported:
These is a long list of bug fixes between 2.2.0-beta4 (the latest
packaged version) and 2.2.1 (the latest upstream version) that require
an updated package. Changelist is available here:

numerous crash fixe
Plus, doesn't seem ok to people that any Oneiric or Precise user of
netatalk should be installing unstable-quality beta software? It doesn't
to me. The fact that beta4 is currently publicly available while more
up-to-date stable code exists is an unacceptable situation in my mind.
