I have the same bug on a Dell D620. Sometimes it happens even when the kill
switch is off(wireless on).

Is it possible that you have Beryl installed and that is what is causing
your windows to behave in such a way? I personally experienced issues
with windows that do not occur when Beryl is disabled.
