That problem has been resolved and was occuring due to battery
optimisation techniques and is not a bug (i guess).

To be specific when my battery is 90-100% (that is when the power led
turns white from red) and plugged in during boot this condition arises.
Even after unplugging and then plugging the problem resides. The problem
persists only in ubuntu, not in windows. So it is not a hardware fault.
