I did some test:
I've tested kernel 3.7.0-rc2-raring all works ok
after reboot into 3.2.0-32 the cd/dvd drive seems to work finebut as I was
on AC and I remembered that the first time the problem appeared when the
computer was on battery.
So I unplugged the AC and rebooted the pc.

After a number of reboots the problem now no longer occurs and the
computer seems to work properly ...
The bug seems to be associated with the boot on battery power and seems
to affect causally all the connected devices (cd/dvd rom, usb, I have
not tried with the reader sd).
