Happens for me too.
I just want to say that when I drag the mouse across the global menu I'm
not doing it fast. Also, if I drag the mouse very slow it seems to work
fine, but I would have to drag it much too slow to be productive.

Update:
I found this bug on both laptops (Samsung N150 / HP Pavillion 2120ca)
with the livecd. I did a full wipe and install on my Samsung and the bug
was still there.

I tried this on two different laptops (Samsung and HP) on the livecd and
both have the same bug. I did a full install on my Samsung and the bug
was still there, but I did not get a chance to try the classic desktop.
