I just ran into the same issue testing the release upgrade from 15.10 to
16.04 in a Docker container.
I started the container with
docker run -ti ubuntu:15.10 /bin/bash
and then installed ubuntu-release-upgrader-core and tried the upgrade,
and hit exactly the same problem.

server install with MAAS" (to set up a standalone MAAS) using virt-

Please consider reopening this bug. I have the most recent upstart for
precise:
ii upstart1.5-0ubuntu7 event-based init daemon
...and still see this issue if there's an invalid network interface
specified in /etc/network/interfaces using "auto".

I have the same problem on precise.
When doing an strace, I discovered that oneconf-service seems to be in
an endless loop going through the package database, and it fails on too
many open files...
