For posterity, this was a permissions problem on upstart-job, simply
doing `chmod +x /lib/init/upstart-job` fixed this

The manual for crontab(5) shows various examples of using the date command as
such:
$(date +%u)
This contradicts the note specifying that any % sign needs to be escaped
Entering something like that as a command for execution fails to
interpret anything past the % sign.

We observe random VM instances where a user initiated reboot causes the
instance to fail to boot.
logs show:

Seeing this on another system: logs as follow:
TRACE: libvirtError: Domain not found: no domain with matching name
'instance-04d4'

File exists:
/var/lib/nova/instances/instance-04d4# grep 4d4 libvirt.xml
Any update on a natty build for this? The next leap second is coming up
end of december

Sorry, didn't mean to split hairs, For all intents and purposes, with the
holiday schedule, I'm considering Jan 1 2013 as good as Dec 31st 2012.
Point being, Jan 1 has a leap second
