What filesystem and/or device mapper container your /boot is located on?
If /boot is not writable from GRUB the 30 second timeout is expected
behaviour due to recordfail not working.
A 30 second timeout should not happen if grub can write to /boot.

On some Dell DT platforms with modules with MT7920 on it, Power House
Mountain catches that during the suspend-to-idle, power state of MT7920
will get back to L0 after a short period of time (instead of staying in
L1/L2). This will make the ESTAR test fail on those
Confirmed with the Snapd cross-distro team that snapd 2.67.1 will not be
released to Fedora. The next version will be 2.68.X. This means testing
is not currently possible.

I reverted an affected VM to the old kernel and the speed is good again.
The process I followed was:
- install an Ubuntu 24.04.00 KVM Virtual Machine
- test speed -> OK with 6.8.0-31-generic
- apt upgrade (more than 200 packages, kernel included)
- test speed -> KO with 6.8.0-54-generic
- remove
