tools would be the wrong approach.
So flash-kernel should depend on (initramfs-tools | dracut) or

so I filed an ITP on debian and then uploaded it to the plucky NEW queue
some changes I did was
- rename the source dropping the 'intel-' prefix, as there already was
src:level-zero without it
- added d/watch
- dropped useless builddeps
- made it non-native, as there's an upstream tarball availab
