I can confirm this. To check further, I used dpkg-divert to rename this
file for the libnvidia-gl-550 package but when I then tried to
reinstall, apt complained that

Dear Philip I found temporary solution by reverting back to Kernel Driver
Callback method. Obviously the issue is in the systemd power management.
As far as I understood there is problem with some kernels and nvidia drivers.
