It looks like plymouth's threshold for scale 200% is 192 DPI. And gnome-
shell's threshold is 135 DPI. Since my laptop with the bug is 201 DPI it
should be scale 200% for both mutter and plymouth. I think there's a
simple math error in mutter though, leading to 100% being chosen instead
of 200%.

I believe this is intended behavior of GRUB on UEFI, and has been like
this for years:

Ubuntu installed on such a disk, and let that GRUB boot older releases.

I think this problem happens systematically when new users fonts have been
added.
Maybe an incorrect or too slow update of the fonts database.
But font-manager definetly freezes, not just waits till some update is
completed.

I have verified the newly added test passed correctly on jammy, I'm
currently still trying to find test results on focal. I've retried the
test there as it's no longer in the autopkgtest db.
I have retried docker.io-app on focal which reported a regression too,
and that cleared up.
