As far as I can say, the dialog itself works as intended. The bug is,
that the Ubuntu box is rebooting instead of turninging off.

Well, it may or may not be a bug in gnome-shell which implements the
dialog; but it is definitely not a bug in update-notifier which is not
involved in the communication between gnome-shell and systemd. It is
likely a bug in gnome-shell signalling the wrong thing to systemd in
this situation.

NB this has been assigned to Canonical Foundations, but as Ubuntu 16.04
is in Extended Security Maintenance now, this is actually a decision for
our ESM Team to make regarding the path forward on whether xenial
containers will be supported on jammy hosts, and if so, to update
systemd for it.

(not reassigning because I'm not sure of a public team that can be used
for ESM bug assignments, but I've contacted the engineering team

Confirming that this is an issue even with the Dell customized ubuntu
20.04 version for the Dell XPS 13 laptop.
I find about 30% cpu useage for gnome-shell when multiload-indicator is
running.
I also find that high framerate, high res youtube videos stutter when
multiload-indicator is running but
I am typically using Gnome3 with ubuntu 20.04 (standard ubuntu).
