the "gdm-wait-for-drm" is only maintain in ubuntu-focal also upstream
doesn't use "gdm-disable-wayland" anymore but "gdm-runtime-config"
instead.
Anyway, I will try the gdm from upstream version to see whether having
the same issue.

since 5.4.0-92 we're also experiencing this issue on Ubuntu 20.04.3 VMs on two
Hyper-V 2012r2 servers.
On the same servers there are also other VMs with this kernel (and 5.4.0-94)
booting without issues.
As described earlier, booting some times works, sometimes doesn't.

All that happened was that I provided input for when asked about wether
to keep my own /etc/clamav/freshclam.conf or use the package maintainers
version, to which I answered 'I', install package maintainers version
since the diff looked harmless

with the official Ubuntu packages
It is not a good idea to install random software off the internet. In
case you insist to do, you are on your own.

We've made some progress in fixing this via 3.1.1-2. Whilst this doesn't
fully resolve the issue, it brings us a lot closer. We're investigating
this on the Debian side and will update here when we have something
working.
