The new NM tests were fine (even against the old dnsmasq due to the or in the
regex).
NM hit a few non related systemd test issues - I re-triggered those.
Finally I did now start the new NM tests against the blocked dnsmasq.
Overall that should hopefully resolve both and let them migrate.

I could see this issue with same Call trace pasted above with ubuntu
20.04/20.10/21.04.
Had a look at relevant kernel code and found all of them disable only ASPM L1.1
rather than ASPM completely.Rebuilt the kernel by disabling whole ASPM feature
this NETDEV WATCHDOG call trace disappears.

pacemaker log which shows SQL in action on how it uses the demote
feature successfully avoiding fencing while promoting a new node.
