I've same problem on setup. We use kolla-ansible for upgrade tasks, and
after upgrade from train to ussuri problem was reproduced. Workaround is
downgrade neutron==16.3.2 to neutron==16.0.0.

They don't care. There is ample reason to implement a fix for this, but
they refuse to do what's best for users because they don't want us to
run any software that doesn't start with "systemd". This is a very
simple bug with a very simple fix, but they refuse to fix their defects.

Did some more tracing. Narrowed this down to some kind of AppArmor
issue in the Lubuntu environment possibly, but more importantly, this
error shows up:
