The keyboard and touchpad is controlled by BIOS/EC not in kernel drivers.
KB/Touchpad should be disabled when you flap it to tablet mode.
Looks like it is a hw relevant issue.

So we start&restart plenty of sockets (not just libvirtd-ro.socket), and all
others are happy.
So what is wrong/special with libvirtd-ro.socket?
Comparing the normal with the -ro socket:
one can be started without error:

Maybe it is unrelated but whenever I activate any Gnome Extension on
20.04. it causes my lockscreen to enter an endless loop of crashing and
restarting. This can be triggered by pressing Super+L or waiting for the
timer to put the screen to sleep. As soon as you log back in, it throws
you back to t
