I see it's actually not a bug after all.
1. If you don't click on an item, i.e. you click on any of the
whitespace, you can focus the window without activating an item.
2. With autoselection, you just mouseover to select.
I hate to say it but this isn't a bug either. If you open up the
configure panel dialog, and click on quick launch, you'll see the gear
icon is greyed out. This is because it has no configuration options. The
only way to add applications to it is to drag and drop.

Public bug reported:
I've been checking some apparently random dep8 failures in munin that
are annoying, and I think I have identified one class of errors.
The failure is that /var/cache/munin/www/ isn't empty, but the test
cleans it like this:

area, that is somehow forbidden and the icon just moves back to the
folder where it came from, in a "moving" animation. It's almost as if I
didn't have filesystem permissions to move it to the desktop.

> It appears we would need a new upstream bug to track this because the
old one didn't go anywhere.
This is not true. The old one did go somewhere: It examined the behavior
and clearly concluded that upstream gnome-terminal is NOT buggy here, it
never was. It's one of the Ubuntu patches that intro
