I'm not sure where you get that programatically-defined units must go in
/run. Is that specified anywhere?
We _have_ attempted (twice now) to move our units to /run, and the
endeavour failed twice. We'll probably attempt it again in the future,
because it does have some benefits wrt unit evolution

The problem is present on Linux Mint with the kernel 5.4-rc8
The problem is present on Debian 10 with the kernel 4.19.0-6-amd64 but
it's not present on MX Linux 19 (based on Debian 10) with kernel
4.19.0-6-amd64
