It's unclear why this error happened. May I suggest you run the
following to see if that fixes it:
sudo apt-get update
sudo apt-get -f install
You could also try to reinstall the libmspack package:
sudo apt-get install --reinstall libmspack0:i386

OK, let me add I haven't seen this flickering anymore. It might have
been just an artifact of something. I would say this is fixed unless
someone else sees any other issue.

Just ran a bionic based ubuntu-core image build via cdimage (with proposed
enabled) and the builds succeeded:

Ran a test build of amd64+kassel on a livefs builder for bionic (with proposed
enabled):
