Updating to clevis-11 seems to be insufficient, at least on Ubuntu
19.04. I don't know if this is a upstream issue or a Ubuntu maintainer

After switching to 19.04, we found this change breaks alert
functionality in our servers. We use beep to identify machines that have
failing hardware or need to be located.
