This cannot be reproduced on 18.10, as on 18.10 openssh uses libssl1.0.0
package, yet openssl-ibmca is provided for libssl1.1 only.
In disco (19.04), openssh has been upgraded to use libssl1.1 with a
matching openssl-ibmca for libssl1.1.

We have confirmed that the patchwork.kernel.org patch originally
requested was not the right one.
This set of four patches from mainline (applied to bionic) supplies the
needed functionality, and a test backport to bionic has been confirmed
to work as expected:

After a clean install of Ubuntu 18.10, connecting a FHD(1920x1080) LED
monitor to the VGA port of a DELL Optiplex 390 desktop tower, connecting
Tested kernel in -proposed, version 4.4.0-144-generic (in Xenial).
Problem does not reproduce anymore.
I've used tscdeadline_delay test wrote by Thadeu Cascardo as a kvm-unit-
tests "module" - this specific test is not upstream yet, Cascardo wrote
for this LP in particular and is finishing/polishi
