So we have snapd that is not re-executing (snap 2.37.1.1+18.04) and
using snap-confine from the distribution (denials have
profile="/usr/lib/snapd/snap-confine") that somehow doesn't allow snap-
confine to operate:

for snap-confine indicating that the user made changes to it prior to
upgrade, upgraded but chose to keep the changed profile instead of the
distro profile so now there are missing rules.

Same issue here! After upgrade systemd from 229-4ubuntu21.10 to
229-4ubuntu21.15 and a reboot, ssh did not start anymore.
As ugly workaround i ran #mkdir -p -m0755 /var/run/sshd && systemctl restart

Now who is catching is the Nautilus
The PC gets HD access almost half an hour and the folders only open when the HD
stops blinking.
Something is running in the background or using 100% CPU.
