I just now realized that this issue only occurs when the window is on my
"second" monitor.
If move the window to the primary display then the window menu has
Minimize, Maximize, Move, Resize, Always on Top, Always on Visible

I'm also affected by the same bug, after moving from 16.04 LTS to 18.04
LTS using upgrade process driven by update manager.
Thumbnails of files was visible under 16.04 LTS. Those thumbnails of
files are not visible any more under 18.04 LTS after upgrading. Also

Yes the issue did not happen prior to the update to 18.04. But I don't
know if there was a prior kernel in 18.04 where the issue did not occur,
because it's not happening 100% of the time. Still a successful resume
is rare.
I'll give the mainline kernel a try.
