I could reproduce the panic with a loop of ipset destroys / swaps / restores
and then saves in another. Standard xenial machines consistently panic within a

The extra session that loginctl used to show is this one (shown from
bionic):

packagekit daemon mid way through installing updates on Kubuntu.
Discover/Updater uses packagekit.
This will leave large numbers of Kubuntu users with a broken upgrade,
requiring command line fixing with 'dpkg --configure -a' befor
xorg, external monitor attached

Can reproduce this on a -133 xenial kernel too on Xenial VM. After the
test, I ran vmstat 1 and observed the machine just hang after ~20 or so
seconds.
