I just tried making a new disk on an 8 GB flash disk, with Ext4 + LUKS,
then tried the Live CD again - this time it worked. So, there is
something going on with both my 1 TB USB HDD, and also my internal 128
GB SSD, both of which give "Operation not permitted". But the newly
created disk does work

I was not able to find any suspect tasks in the 04/18 crashdump, aside what
Dwip already mentioned. I found 3 tasks that were in __queue_work(), but all
those target pools were currently empty so they did not exhibit the problem

I didn't notice that this bug is about udeb package. We are using ubuntu 17.10,
and normal "deb" kmod.
