Afaict this should be targeting mailman3 (not sure what happened to
package mailman3-core).
The mailman (2) packages has been marked as legacy and only supports
python2.
Looking at deps for apt install mailman3 --no-install-recommends I do

Lollypop, but no crashes. Only a completely other crash of Lollypop

I must correct my findings re the XPS 13 Developer Edition. (I'm sorry!)

This occurs for me on a system that had been upgraded from 17.04 to
17.10. I've now upgraded it to 18.04 pre-release and Disks's restore
function is working again. It does seem to use a lot of CPU, however,
but I haven't compare it with another system very scientifically.

OTOH, it's also been this way since zesty and no one else seems to have
cared until now that it regressed. I think the effort is better spent
fixing maas to not depend on deprecated tools.

fwiw, I think you could send vendor-data to with cloud-config to set the
fs_setup like you wanted (assuming 'you' here are the cloud platform).
The point of vendor data is so that the vendor could make changes like
this without changing cloud-init.
But the 1 byte change is also acceptable.
