We just discussed this on IRC - I'm not happy with the proposed solution
of inserting a delay into the startup file like this. It'll make
timeouts and it's not really acceptable to have calendar events broken
for 60 seconds in my opinion.
I think we should talk with upstream, but a better solution
looks to affect CloudSigma AliYun, OpenNebula too. Will post a branch on
this today

This was discovered during certification testing of 16.04.4 (I've now
seen this behaviour at least 2 times)
A system under test has a 2 port Intel X550 NIC (10Gb)
Udev reports the NIC as this:

Product: Ethernet Controller 10G X550T
Vend
I'm confirming that I am experiencing the same issue and the suggested
fix is not fixing it. Still hangs and now I can't install any software.
