however nothing else is until I force a restart of rsyslog. File

When there is some package A that depends on either B or C, the
following happens:
When user uninstalls B, installation of C is forced. If the user then
uninstalls C, installation of B is forced. This leaves the user puzzled,
not knowing how to get rid of B and C.

It seems you tried several versions of wine - there exist different
versions which conflict with each other. I assume there are some
leftovers which prevent installing any wine successfully.
Please post the output of:
dpkg -l "*wine*"
Lines in there starting with "ii" indicate installed packages
