I am the original poster. I can't really help a lot. boot repair was not
the best fix but it got the system running. basically, the system never
worked properly and I eventually had to give up and I have been using an
older ubuntu system.

Same here! Running 16.04.1 (with all packages updated) and nfs still
fails to start after reboot and returns the familiar dependency error
message.
I've the workaround suggest by Thomas Runge with great success. So

Doh! In my case the issue was that I had replaced one of the disks on
the server. In the process the server had decided it was going to boot
from disk #3... Changed that and it all seems to have worked. Trying a
full RAID install now.

CAP_SYS_PTRACE in the target process user namespace. If not, then any
file-opening operations on /proc// (e.g. read
PHLin: according to our CVE tracker precise is *not* affected
by CVE-2016-9793
And the expected return code should be 0 [1], it's still expecting 1 here, so
this was not using the updated test suite.
