It seems to me that the mere installation of an installable package -
even if it isn't useful on the platform - shouldn't start breaking
kernel upgrades. And users shouldn't be expected to know that there's a
magic envvar they have to set to to avoid it.

This is not the case. I get an error saying cmake cannot find fluid. So I add

adapter. If I do this -

Oops, I actually did add a bug subscriber but accidentally did a
personal one instead of the team. I've fixed that for
xapian1.3-bindings and xapian1.3-core now.
I don't think Debian will follow us here. The timing should allow
Debian to adopt Xapian 1.4 sometime farther along the Stretch releas

Wouldn't it be better to patch file-roller to support encoding settings?
Otherwise it still breaks if you get zipped file with different encoding
