Another "me too" here. Decided since 15.10 was close to release that I'd
upgrade. I'm not stuck with X not starting at all, with "*ERROR*
mismatch in ips_enabled (expected 1, found 0)" just scrolling across the
logs. I'm not sure if it's the same as other reports, because I can't
start X _at all_,

Tried another test. In the monitor settings menu under Display there is
a option called "DP 1.2", by default it is set to Enabled. If I set it
to Disabled I get the PIP behaviour - Ubuntu detects the correct native
resolution and the image appears.
If I set it back to Enabled the bug comes back.
I have noticed some interesting behaviour when I use the Picture in
Picture mode on the screen.
With PIP turned off, I get the above issue with no output at the native
resolution.
If I enable PIP mode with my Android phone plugged into the MHL port
Ubuntu redetects the screen - and sets the nativ
I finally found the solution on a ruby forum. The gnuradio-dev package
has to be installed and then gr-osmosdr will build properly. But the
source and sink blocks do not appear in gnuradio. I am checking to see
why not know. There is no direction anywhere yet about the gnuradio-dev
being required t

Fedora added a very basic systemd job at:
http://pkgs.fedoraproject.org/cgit/openhpi.git/tree/openhpi-3.4.0-systemd.patch
Thats not much help, as that just moves the failure to a native systemd
job.
openhpid exits 8 (SA_ERR_HPI_ERROR) when 'OPENHPI_UNCONFIGURED = "YES"'.
