If the screen is locked after an application has been first opened unity
doesn't remove focus from the app. It does remove focus on subsequent
screen locks. This is what results in the keyboard not being dismissed

"dim before blank" rather than having different settings to tweak we
wouldn't have this issue.

PS: the bug I found is not truly a bug, just a difference in behaviour
between venv and virtualenv:
the former won't allow you to locally install packages when created with
