For example "王妃.zip" you posted, it has short file names in the archive. Even
with unar/lsar it fails to detect encoding (you expect CP932, but lsar shows
it's ISO-8859-8). Auto detection of encoding is not 100% reliable especially
with short file names (less hints for encoding detector)

for casual users inconvinient, because one needs supply all that many
format options ...

I had this issue since I installed my system, so there was no prior
kernel version which I did not have the issue with.
I'm running the 4.0-rc3 kernel now but how/when can I say that the issue
is gone? Maybe it will come back after one day, after one week or after
one month?

substitute for Ryumin, however `fc-match Ryumin` does not return fonts-

The PDF document above is a template of tax declaration paper from
Japanese National Tax Agency. It specifies both Ryumin(serif) and
Gothic-BBB(sans-serif), but Evince uses one sans-serif font
"TakaoPGothic" to substitute both.

Discussion on the ML confirmed that these *do* wait (implicitly) on
network-online.target. If you do "systemctl show -p Wants -p After mnt-
server.mount" you should see
Wants=network-online.target system.sl

I think the last option (one-time migration for nfs-server.wants) is the
better solution in the near term. If an upstream solution can be found
in the long term, that's great, but an upstream fix is unlikely for
15.04.
