I was having problems with mediawiki uploading files to ./images
I tried the following:
chmod -R 777 ./images
chown -R www-data ./images
Neither worked or had an effect.
I found the umask 111 at the bottom of /etc/apache2/envvars
It was not until I removed this that uploads started working pro

Confirming: I installed Xubuntu Utopic 2 days ago, and this bug is also
biting me. However, I noticed that it depends on the time interval
between suspend and resume: the bug only happens when I resume 2+ hours
after I suspend (it always happens in the morning when I first open the
laptop lid).

I took me a day to recover from the damage done to my system by trying
