Would you please implement this feature?
There are MANY reasons why people needs this..
I'll give you mine if you like:
- I live in Argentina, so my setting on 'Regional Formats' is 'Spanish'.
- I like English, I code in English, etc.. so my Language locale is en_US.
- I'm a 7th Day Adventist, so
I can confirm that upgrading xkb-data package to version 2.5-1ubuntu1.5
in LTS 12.04.4 doesn't resolve the problem. When I disable the mentioned
fix in ~/.config/gtk-3.0/gtk.css (F10 is disabled in terminal keyboard
combinations), F10 press still opens context menu as if Shift-F10 was
pressed.

Yes, Christian is right. The file has been created by the StateSaver

Hello
Due to the potential multitude of different packaging structures, its
not possible to support upgrades from un-official sources to distro
packages; I would suggest that you first remove the mysql-server-5.6
packages you have installed from a PPA and then install the distro
provided packages.
This is public now. I removed the attached patches; they were valid, but
had a wrong attribution (the original patch was from David Zeuthen). I
put links to the official upstream patches into the description.
