On line 513 of DistUpgrade/DistUpgradeQuirks.py, the 13.04 version
number is hardcoded into the file. It looks like this is meant to be
the current release instead of 13.04 specifically, but I could be wrong.

It seems the TLP was not the main cause after all. I've purged TLP from
the system, rebooted multiple times, and the issue still appears, just
not as quickly.

@#41 the functionality is now provided by a patch applied to Firefox.
As I read this a nyi feature, like ALT + menu activation of
the main menus, which doesn't works too.

On a new full install of 13.04 Raring I don't find that smb:/// opens a Windows Vista share for me.
