Thanks for your help to improve Ubuntu by reporting this issue!
I did some editing to 30-cjk-aliases.conf that hopefully will stop those
fontconfig warnings. Can you please replace your copy of
/etc/fonts/conf.avail/30-cjk-aliases.conf with the attached file, and
let us know the result.

@Bill Turner: Do the times show up if you use the Numix theme
(http://www.webupd8.org/2013/03/beautiful-numix-gtk3-theme-
released.html)? I'm using it in 13.04 and I can see the log times now.

The $PreserveFQDn and $LocalHostname options are not always used when
configured. To be precise, they seem to only be used in messages from rsyslog
itself and not from other daemons or applications.
OS: Ubuntu 13.04
Rsyslog: 5.8.11-2ubuntu2.2
Steps to reproduce:

I've tried python-vm-builder 0.12.4+bzr477-0ubuntu3. It has the
necessary files to build raring VMs and they look fine to me.
Actually building a raring VM didn't work on the host I was trying it
on. I'm not sure if it's an issue with python-vm-builder, but I got the
following when it died:
