I found recent patches from linux-pci maintainer had made the acpiphp
only statically build-in to avoid sub-driver dependency issue, and will
test the driver in the latest kernel. If passing the test, the patches
will be backported from linux-next tree of linux-pci maintainer.

I started noticing this issue on 13.04 around the beginning to middle of
March or so. I have not tried this on 12.04 in some time. Are you able
to do a backup to U1 with 12.04 recently?
What is strange that a retry of the same PUT request gets the '400 Bad
Request' error every time.
Suddenly I realised what you did, Colin, and I must say that I disagree.
The very reason why the LC_TIME locale category exists is reasonably the
fact that date and time formats vary between countries/regions. The
calendar issue with days and months doesn't change that.

One other option to see if this is a hardware issue would be to boot
from a LiveCD of a release that you know it was working on before. That
would not only test that kernel, but other packages in the release that
may have caused an issue.

It's actually ubuntu-release-upgrader that handles the distribution
upgrade logic now and it does have some logic for dealing with specific
packages. This can be seen in DistUpgrade.cfg:
