I followed the instructions as you suggested and installed the 3.8-rc5
kernel. I did not see improvement, thus I added the kernel-bug-exists-
upstream tag (I may needed to have added the kernel-unable-to-test-
upstream.)
Here's what happened:

It seems the number of keys involved is not important.
Shift+F => "f".
Ctrl+Shift+F => "f"
Ctrl+Alt+Shift+F => "f"
Also, when I change the assigned keys a second time, the entry
disappears from the list completely.
