The bug is new in raring. I have been unable to reproduce it over the
weekend, and have been using the machine as a desktop all day on Ubuntu
3.7.0-5.13-generic 3.7.0-rc8, and can't reproduce it here, either.

@Moses, from what I could see, rsyslog is unable to get the "kernel"
syslog facility regardless of the imklog module presence, even in 10.04.
I think the OpenVZ kernel blocks access to this syslog facility for
guests.

I got this after attempting to report an "internal system error" in
/usr/bin/skype; that's an i386 package on amd64 system, so looks like
Apport can't link a binary to a package if it's of a foreign
architecture on a multiarch system.
