The enhancement you describe is totally unnecessary if and when we fix
bug 748539, which is definitely a bug. When that's fixed, any
application going fullscreen on the second monitor will always hide the
panel etc. So this bug is at least Wishlist if not Opinion.

upgrade to Ubuntu 12.10 instead where the bug is fixed already.
For 12.04 precise, look at the Compiz Core line which says "Triaged",
meaning no fix has been applied to precise.

Are we sure this is a dkms issue, and not an issue of modules with
incorrect dkms.conf setups? I certainly don't see it with the modules I
use (I always get modules built for new kernels on postinst), so a
concrete example would be nice.

Changing kernel ABI without changing the ABI number is not something we
can or should support as a corner case. We have tools all over the
distro that assume that linux-$ABI-flavour won't change ABI when $ABI
doesn't change, which is sort of the point of the whole mechanism.

Daniel, I don't think that this wishlist bug report requests an
unnecessary feature. I do not want to see the panel on the presentation
screen if there is currently no presentation running. The presentation
screen should never show UI elements from the operating system.
