This was not reproduced on another system after upgrading from 11.10 to
12.04. Reinstalling the debmirror package on the original system solved
the problem. Appears to have been some upgrade issue and not a problem
with the debmirror package itself.

Ok, the packaging mostly seems good, I would though require that the .la files
are either removed or emptied to not create additional issues for people
installed the -dev package:
E: libfcgi-dev: non-empty-dependency_libs-in-la-file usr/lib/libfcgi++.la
E: libfcgi-dev
The solution Ondergetekende (kvdveer) wrote also works for me on a
similar model (700Z3A-S01) ubuntu 12.04 / 3.2.0-26-generic.
