I have exact same problem as Brian: as my workspace shortcuts are
involving Super and not Ctrl+Alt, Ctrl+Alt are never released and the
workspace switcher stays.
To reproduce this with the normal shortcuts, it's a bit more complex than what
is in the bug description:

I don't see how this would be a bug in sysvinit. sysvinit doesn't
create/populate the files, it only provides the tool that reads them.
How have you logged in to the system? Normally the pam_lastlog module
populates this.
