I can reliably reproduce this issue when firefox is reloading a page, or
when other apps are busy. I have attached unity debug log that I hope
has some useful information for finding the root cause of the issue.

It doesn't really hang, but recalculates the quota, waiting until this
process is done, but doesn't inform the user about what is going on ...

On a machine equipped with about 4TiB hd space, this process can take

@Richard: I think I understand what Mathieu mean. At least, I see a case where
it can be useful: imagine you want to reconfigure the box ip adress remotely.
You may don't want it to be applied immediately, but for example at next reboot.
So from my point of view, there should be a "apply now" AND
Status changed to 'Confirmed' because the bug affects multiple users.
