Another way to solve the problem is to create a Launcher on the Desktop to
launch gnome-terminal.
In the Terminal write "killall gnome-panel" then log out by the top right
botton and log in in classic mode.

After struggling for many days, I just found out that the actual bug is the
fact the direction of a locale is not specified in the locale definition file.
There is rather a strange way to specify visual direction of desktop for any
locale, and that is by translating the string "default:LTR"
I can confirm this on x86_64 architecture too
